8b7142a084 Add the option for chaning the render quality 
It toggles between 'nearest' (faster) and 'best' (slower but more
prettier). It's enabled only when the game runs in fullscreen.

The option can be passed by command line argument `--render-quality on`,
by settings.json file with a `"renderquality": true` entry or simply
with the main settings screen in the game.

25ce46a186 Add a new global setting panel 
It's not complete and the images are temporary.
This screen is useful in order to change the language,
the screen mode and the window size.

5a14d55aa8 Fix resources for all languages and add en_US variant 
Note that the english stories texts have been found on a pirated
version of Planet Blupi. The original files are lost. For the german
version, I'm still searching.
